I do not agree with the solution provided here. It's not workable because corporates need to advertise to the maximum audience and not to responsible citizens only. This cannot happen. A probable solution could be to compile set top box linked card information and compiling that data to arrive at actual TRP of all population that uses digital mediums. Another area of improvement could be to curate channels with digital youtube content for users without an access to internet.
