How burning what helped farmers? If stubble: A new bill was passed that bans rice planting before monsoon to let the rain replenish the groundwater, as rice uses up large amounts of water. This pushes back harvesting, giving farmers less time to prepare their fields for the next crop. As they don't have any sort of mechanized equipment to be able to quickly clear the stubble, more and more farmers have started putting their crops stubble on fire, as they really don't have any other choice.
